The Complete Guide for Brands Exporting UAE Cosmetics Internationally

UAE-manufactured cosmetics have a strong export story. GMP-certified production, MOHAP regulatory infrastructure, Halal certification availability, and proximity to key export markets in the GCC, broader Middle East, South Asia, and increasingly Europe and Southeast Asia all support a compelling case for the UAE as a cosmetics export hub. But each target market has its own regulatory requirements and distribution dynamics. Navigating international export successfully requires market-by-market planning.

The UAE manufacturing export advantage

Manufacturing cosmetics in the UAE for export carries specific advantages. GMP certification to ISO 22716 is recognised internationally. MOHAP registration demonstrates legal manufacture and sale in the UAE, required for Certificate of Free Sale documentation needed by many export markets. Halal certification availability from ESMA carries recognition across Muslim-majority export markets. Certificate of Origin UAE enables GCC customs union provisions and may support preferential tariff treatment in markets with UAE trade agreements.

GCC export β€” the natural first market

For UAE-based brands, export within the GCC is the most operationally straightforward international expansion. The GCC customs union means goods cleared through UAE customs can circulate without additional import duties. Arabic labelling already required for UAE domestic distribution satisfies GCC labelling requirements. The primary additional requirement for Saudi Arabia is SFDA registration which is separate from MOHAP clearance. For Kuwait, Qatar, Bahrain, and Oman, registration processes are generally less onerous than Saudi Arabia.

EU export β€” the documentation-intensive route

Requirements include a Responsible Person established in the EU or EEA who takes regulatory responsibility for the product; EU CPNP notification submitted through the Cosmetic Products Notification Portal; a Cosmetic Product Safety Report prepared by a qualified safety assessor specific to each formula; and a Product Information File maintained by the Responsible Person. The documentation preparation for EU export is a significant project. Allow 3-6 months from starting documentation preparation to being ready to ship.

UK export β€” a separate system since Brexit

The UK operates its own cosmetics regulation separately from the EU since Brexit. EU CPNP notification does not cover the UK. The UK equivalent is the Submit Cosmetic Product Notifications system. A separate UK Responsible Person established in Great Britain is required. UK-specific labelling with the UK RP details is required. Brands targeting both EU and UK markets need two separate regulatory processes, two Responsible Persons, and two label versions.

Southeast Asian export β€” Halal as the key credential

Malaysia and Indonesia are among the most significant export opportunities for UAE-manufactured Halal cosmetics particularly fragrance. Malaysia: JAKIM Halal certification is required for government procurement and strongly preferred for retail. Indonesia: MUI Halal certification is increasingly mandatory for cosmetics under Indonesia Halal law. Both markets have established distribution channels for imported beauty and personal care, and UAE-manufactured Arabic fragrance particularly oud-based and attar formats has genuine cultural resonance.

Export documentation β€” what you need for every market

Core export documents include Certificate of Free Sale issued by the UAE Ministry of Economy confirming the product is legally manufactured and sold in the UAE; Certificate of Origin issued by the Dubai or Abu Dhabi Chamber; Certificate of Analysis confirming the product meets its specifications; GMP Certificate confirming GMP standards; IFRA Certificate of Conformity for fragrance products; Halal certificate where required; and market-specific registration documents. Build your document package well in advance of your shipping date.
